2023年8月22日上午，惊闻首相先生召开内阁阁僚会议，最终做出决定最早在今日（24日）启动140万吨福岛核污染水排海计划。首相内阁的决定让国际社会感到强烈震惊，其破坏力不亚于2011年福岛县发生的地震，引发全球人类生存的恐慌。
2011年，贵国福岛核电站因地震发生严重事故后，遭到核辐射污染地区的数万居民离乡避难，核事故虽已过去12年，但不少福岛县居民依旧处于有家难回的困境。甚至多次曝出，来自福岛县的小学生移居他乡遭受歧视的案例。为此，作为一海之隔遥相望的一家中国环保组织深表慰问和同情！路远迢迢两心牵，中国人民的心永远和福岛县居民在一起。
12年来，全球都在关注贵国对福岛核污染水安全收集、储存、处理的进展。福岛核污染水牵动着全球人类的心，这关系到未来全球人类的发展与生存环境。
1945年8月，贵国第一次遭遇核灾难，此次灾难造成长崎、广岛的二十万民众丧失生命。由于核辐射持续数年之久，数万日本国民因此而承受数十年病痛带来的折磨......这是人类历史上第一次遭受人为的核灾难事件，也是唯一在短时间内在同一个国家同时发生的两次核灾难。12年后首相先生出生在东京都，而您的祖籍就在广岛县广岛市，愿您还铭记！
首相先生作为全球人类78亿的一员，应积极维护全球人类的生存环境和健康，肩负人类永续发展的使命。贵国作为国际社会中的一员，首相先生应代表贵国为全人类的安全、健康、幸福和可持续发展承担和履行国际责任。
今天，首相先生和您的内阁阁僚决定启动核污染水排海，今天将成为地球环境的灾难日。时隔78年，日本国民无法相信他（她）们的首相为自己带来核灾难并再次承受痛苦。
请首相先生认真倾听国际社会和本国国民反对和谴责的声音，那是在唤醒您人心的正义与良知的觉醒。
作为这颗蓝色星球的一员，我们恳请首相先生停止和立即撤销核污染水排海计划，重新考虑排海以外的方法，以负责任方式处置福岛核污染水，以真诚态度和实际行动取得国际社会的信任和支持。您的正确选择会帮助全球人类文明发展，您的错误决定将破坏全球人类文明发展，首相先生的正确选择与错误决定都会将“岸田文雄”名字永久载入人类文明发展史册，世代相传！

Mr. Prime Minister, Fumio Kishida:
On the morning of August 22, 2023, we were shocked to learn that Mr. Prime Minister convened a meeting of the Cabinet of Ministers and finally made a decision to start the plan of releasing 1.4 million tons of nuclear-contaminated water from the destroyed Fukushima Daiichi Nuclear Power Plant into the Pacific Ocean as early as Today (August, 24). The decision of the Prime Minister’s Cabinet has strongly shocked the international community and is as devastating as the earthquake that struck Fukushima Prefecture in 2011, triggering a global panic for the survival of mankind.
In 2011, tens of thousands of residents of areas contaminated by nuclear radiation left their homes in the aftermath of a serious accident at Fukushima Daiichi Nuclear Power Plant due to an earthquake, and 12 years after the accident, many residents of Fukushima Prefecture are still in the plight of being unable to return to their homes. There have been many cases of discrimination against primary school students from Fukushima Prefecture who have moved to other countries. For this reason, as a Chinese environmental protection organization across the sea, we express our deep condolences and sympathy! The hearts of the Chinese people will always be with the residents of Fukushima Prefecture.
For 12 years, the world has been focusing on Japan’s progress in the safe collection, storage and treatment of Fukushima nuclear-contaminated water. Fukushima nuclear-contaminated water touches the hearts of human beings around the world, and it has a bearing on the future development and living environment of human beings around the globe.
In August 1945, Japan suffered the first nuclear disaster, which resulted in the loss of 200,000 lives in Nagasaki and Hiroshima. Tens of thousands of Japanese nationals suffered from the torment brought on by decades of illness as a result of nuclear radiation that lasted for years ...... This was the first man-made nuclear disaster in the history of mankind, and the only time that two nuclear disasters occurred simultaneously in the same country within a short period of time. 12 years later, Mr Prime Minister was born in Tokyo, and your ancestral home is in Hiroshima City, Hiroshima Prefecture, may you still remember!
Mr Prime Minister, as one of the 7.8 billion members of the global human race, should actively safeguard the living environment and health of the global human race, and shoulder the mission of sustainable development of humankind. As a member of the international community, Mr. Prime Minister, on behalf of Japan, should assume and fulfil international responsibility for the safety, health, well-being and sustainable development of all humankind.
Today, Mr. Prime Minister and your cabinet ministers decided to initiate the discharge of nuclear-contaminated water into the sea, which will make today become a day of disaster for the Earth’s environment. After 78 years, the Japanese nation cannot believe that his/her Prime Minister has brought about a nuclear disaster for himself/herself and is suffering again.
We appeal to you, Mr. Prime Minister, to listen carefully to the voices of opposition and condemnation from the international community and your own people, which are awakening justice and conscience in your heart.
As a member of this blue planet, we urge Mr. Prime Minister to stop and immediately withdraw the plan to release nuclear-contaminated water into the ocean, reconsider alternatives to discharge, dispose of the nuclear-contaminated water from Fukushima in a responsible manner, and gain the trust and support of the international community through a sincere attitude and practical actions. Your right choice will help the development of global human civilization, while your wrong decision will undermine it. Both your right choice and your wrong decision, Mr. Prime Minister, will permanently enshrine the name “Fumio Kishida” in the annals of the development of human civilization and will be passed down from generation to generation!
There is only one Earth for mankind and one world for all nations, and we hope to work together with Mr. Prime Minister in the global value of a community with a shared future for mankind.

2023年8月22日の朝、首相が閣議を開き、早ければ本日（24日）にも140万トンの福島原発汚染水を海に放出する計画を最終的に決定したことを知り、私は衝撃を受けました。首相の閣議決定は国際社会に強い衝撃を与え、2011年に福島県を襲った地震と同様な打撃を与え、人類の存亡をかけた世界的なパニックを引き起こすでしょう。
2011年、地震による福島第一原子力発電所の重大事故により、放射能汚染地域の住民数万人が避難生活を余儀なくされました。事故から12年が経過したが、福島県民の多くはいまだに故郷に戻ることが困難な状況にあります。福島県出身の小学生がほかのところに移住する際に差別を受けるケースも少なくないと聞きました。海を隔てた中国の環境保護団体として深く慰問と同情を表します！遠路はるばるですが、中国人民の心は永遠に福島県民と一緒です。
この12年間、世界は貴国の福島原発汚染水の安全な回収・保管・処理の進展を注視してきました。福島の核汚染水は世界の人類の心を牽引しており、これは未来の世界の人類の発展と生存環境に関係しています。
1945年8月、貴国は長崎と広島で20万人の命を失うという、初めての核災害に見舞われた。何万人もの日本国民が、何年も続く核放射線の結果、何十年も続く病気によってもたらされた苦しみに苦しんでいました・・・・・・ これは人類史上初の人災であり、同じ国で短期間に2つの原子力災害が同時に発生した唯一の例です。12年後に首相は東京都に生まれました。本籍広島県広島市の首相は、原発事故のことをまだ覚えておられるでしょうか。
首相は、78億人の地球人類の一員として、地球人類の生活環境と健康の保護に積極的な役割を果たし、人類の持続可能な発展の使命を担うべきです。国際社会の一員として、首相は自国を代表し、全人類の安全、健康、幸福、持続可能な発展のために国際的責任を引き受け、果たすべきです。
今日、首相と閣僚は、核汚染水の海洋放出を決定し、今日は地球環境にとって災いの日となるでしょう。78年の歳月を経て、首相が自ら原子力災害を引き起こし、再び苦しんでいることが、日本国民には信じられませんでしょう。
首相は、国際社会と自国民からの反対と非難の声に注意深く耳を傾け、あなたの心の中にある正義と良心を目覚めさせていただきたいです。
この青い星の一員として、首相には汚染水排出計画の中止と即時撤回、排海以外の方法の見直し、福島の核汚染水の責任ある処分、誠実な態度と実際の行動で国際社会の信頼と支持を得ていただきたいです。首相の正しい選択は世界の人類文明の発展を助け、首相の誤った決定は世界の人類文明の発展を破壊し、首相の正しい選択と誤った決定はいずれも「岸田文雄」の名前を人類文明の発展史に永久に載せ、代々伝えていくでしょう！
