In mid-July 2018, SIP Lvse Jiangnan Public Environment Concerned Centre (hereinafter referred to as “PECC”) received a report from villagers in Zhou City that the Kunshan Chemical and Pharmaceutical Materials Factory, located at No. 242 Kuntai Road, Kunshan City, was discharging a large amount of sewage into the river. Sewage flows into the cultivated farmland, resulting in the death of rice seedlings, withered seedlings, and bald seedlings. Farmers have suffered serious losses. They hope to get help from PECC to stop such pollution in time. The specific geographical location of the reported enterprises is shown in Figure 1.

On the morning of July 16th, 2018, researchers from PECC came to the site to conduct on-site environmental research. Researchers first came to the polluted farmland and found that the water quality in the farmland was poor and obviously blackened, and some surrounding vegetation had begun to wither. The on-site situation is shown in Figures 2-1 and 2-2.

When our researchers walked to the southern end of the polluted farmland under the leadership of the whistleblower, they found a shocking phenomenon of pollution. The river has been seriously polluted, and the area and degree of pollution are so serious that our researchers feel unbelievable. At the southern end of the farmland, the water body of the river is as black as ink, and it is difficult to distinguish its depth. There is a sickening amount of oil floating on the water near the shore, and an irritating smell around it that is unbearable to witness. There is an outlet between the sewage pool and the farmland, and the sewage in the pool can be poured into the farmland during the rainy season. The on-site situation is shown in Figure 3-(1~5).

On July 16th, 2018, PECC submitted the “Research Report on Water Pollution of Kunshan Chemical and Pharmaceutical Raw Materials Factory” to Kunshan Environmental Protection Bureau.
On July 25th, 2018, PECC received a written reply from the Kunshan Environmental Protection Bureau. The specific content is shown in the figure below.
