In early July 2018, SIP Lvse Jiangnan Public Environment Concerned Centre (hereinafter referred to as “PECC”) received a report from residents of Shipai Town, Kunshan City, saying that the a large amount of oil was floating on the water surface of Zhan Lake near No. 185 Maoxu Road, Shipai Town, Kunshan City, and the water was polluted. They hoped that PECC would promote the solution of environmental problems.
On July 4th, 2018, PECC came to the address provided by the whistleblower for research and found a large amount of oil floating on the surface of the river, with several dead fish floating on the water surface and a strong pungent odor similar to mineral oil around the stains, as shown in Figure 1.

On July 5th, 2018, staffs from PECC came to the area for research again (It was raining heavily at the time of the research), and they found that the oil on the surface of the river significantly increased than yesterday, and gathered to the side of the river, while dozens of dead fish floated around the oil. These dead fish were in a few pounds to a dozen pounds or so. Oil stains were found floating on the water discharged from the two storm outlets at the scene. The specific location of the gathering area of oil pollution and the sewage outlet is shown in Figure 2, and the on-site conditions are shown in Figure 3 to Figure 7.

On July 5th, 2018, PECC submitted the “Research Report on Water Pollution in Shipai Town, Kunshan City” to Kunshan Environmental Protection Bureau.
On July 25th, 2018, PECC received a written reply from the Kunshan Environmental Protection Bureau. The specific content is shown in the figure below.
