In early March 2018, SIP Lvse Jiangnan Public Environment Concerned Centre (hereinafter referred to as “PECC”) received a report from residents of Yuqi Town in Huishan District, Wuxi City, stating that Wuxi Zhongcai New Materials Co., Ltd., located in Yudong Development Zone, Yuqi Town, had been discharging a large amount of sewage into the river on the east side of the factory for a long time by using the discharge outlet of rainwater. On March 6th, 2018, the research staffs of PECC began to verify the information about environmental pollution provided by the whistleblower. The geographical location of the reported enterprise is shown in Figure 1.

The research staff of PECC have visited the site many times to conduct environmental research and found that in the northeast corner of the enterprise wall as the whistleblower said, there is indeed a large hole that is discharging brown sewage into the river, and thevolume of discharge is large, and a large area of the river has obviously been polluted, as shown in Figure 3 and 4.

On March 26, the research staff of Green Jiangnan once again came to the outlet of Wuxi Zhongcai New Materials Co., Ltd. and found that the water level had dropped, and its rainwater outlet was discharging brown oily water into the river, and the river had been seriously polluted. See Figures 5 and 6 below.
It should be noted that March 6th and 26th, 2018 were both sunny days. In the absence of rain, how could a large amount of sewage be discharged from the rainwater discharge outlets photographed by Green Jiangnan researchers.

Green Jiangnan learned from the official website of Wuxi Zhongcai Group Co., Ltd. that Wuxi Zhongcai New Materials Co., Ltd. mainly produces and sells hot-dip galvanized steel sheets, color steel sheets, tin-plated steel sheets and other steel sheets. Discharged sewage may contain heavy metals. The staff of Green Jiangnan sampled the river sediment from the sewage discharge outlet of the enterprise, and sent it to Bureau Veritas Commodity Testing (Shanghai) Co., Ltd. with testing qualifications for testing.

According to the test results of the river sediment, the chromium, nickel and zinc in the river sediment are all seriously exceeding the standard (refer to the NOAA sediment quality standard). On March 29, 2018, Green Jiangnan submitted the "Wuxi Zhongcai New Materials Co., Ltd. Water Pollution Research Report" to the environmental protection department.
On April 10, 2018, Mo Wei, deputy director of the Environmental Protection Bureau of Huishan District, Wuxi City, and his party visited Green Jiangnan to communicate and communicate with the water environment pollution in the "Wuxi Zhongcai New Materials Co., Ltd. Water Pollution Research Report" submitted by Green Jiangnan. dialogue. Deputy Director Mo first gave a brief introduction to the basic situation of the company. In response to the problems reflected in the Green Jiangnan research report, Deputy Director Mo said that the Environmental Protection Bureau had verified on-site and interviewed the person in charge of the company, and proposed systematic rectification. It is required that as of June 2019, enterprises are required to complete the transformation in all aspects of water, gas, sound and slag. The Huishan District Environmental Protection Bureau will make an administrative penalty decision on the enterprise. Once the administrative penalty is imposed, it will promptly disclose information to the public.
On May 4, 2018, Green Jiangnan received a written reply from the Environmental Protection Bureau of Huishan District, Wuxi. The specific content is shown in the figure below.
