In early April 2018, SIP Lvse Jiangnan Public Environment Concerned Centre (hereinafter referred to as “PECC”) received a letter reporting that there was a large amount of industrial waste dumping from many places in the (former) Gaofeng Quarry in Jinguang Town, Zhangjiagang City, Suzhou, and requested PECC to help investigate.


On April 12th, 2018, the staffs of PECC went to the site for investigation. The location is shown in Figure 1-1 and Figure 1-2.

On April 12th, 2018, PECC submitted the “Research Report on the Environmental Problems of Gaofeng Dangkou in Changshan Village, Jinguang Town, Zhangjiagang” to Zhangjiagang Environmental Protection Department.


On April 13th, 2018, Qin Guoping, deputy director of Zhangjiagang Environmental Protection Bureau, and his colleagues, visited PECC, and discussed and exchanged on the “Research Report on the Environmental Problems of Gaofeng Dangkou in Changshan Village, Jinguang Town, Zhangjiagang”, and initially explained the situation of Gaofeng garbage plant, and expressed that follow-up detailed documentation will be given.


On May 12th, 2018, Qin Guoping, deputy director of Zhangjiagang Environmental Protection Bureau, and his colleagues, visited PECC. Director Qin explained in detail of the results of the investigation Gaofeng garbage plant and the follow-up treatment plan, and he also brought a written reply: “Response to the Situation of the Investigation and Rectification of Environmental Problems of Gaofeng Dangkou in Changshan Village, Jinguang Town, Zhangjiagang”. The specific written reply is shown in the figure below.
